343 Studios has confirmed that they will be addressing the apparent flinching that occurs after you are shot according to studio head, Josh Holmes. Players of the Halo 5 Beta, which is available now on Xbox One, took to Reddit in a few threads to vent their displeasure that the animation was still in game after it proved unpopular in Halo 4. Halo 5 is instead intended to descope your weapon should you get hit rather than cause your to flinch.
@mazimasetti We’re aware of a couple of reaction anims that are causing a slight flinch-like effect. It will be fixed post-beta.

The initial question was raised after Holmes previously Tweeted back in November that the feature would not be present in the latest Halo franchise addition
Holmes previously countered the distaste for the feature by calling it an animation bug that was only causing a “slight flinch-like effect.” As such it was a bug that 343 would be changing but is likely to happen post beta.
